PageProofer keeps website feedback deliberately simple: install the snippet, and notes live right on the page. layernote covers that loop without a snippet, adds static files and Figma import, and then does the part PageProofer does not attempt: comparing the live page to the design and verifying fixes. Their own comparison pages are upfront that Figma and PDF feedback are not their thing.
